Comunique with an API

My environment:
Joomla 3.8.10 Seblob 3.16.0

Here's my problem.
I created a form I save the data in my database and the attachments in my file.

But now it would take more than that I communicate with an API of type JIRA at the time of sending the form.
I confess that I am a lost can:)
