If there is a date field in my form called "review date" that has a value date of 1 Jan 2022, is there a means using Seblod to trigger an email on 1 Jan 2022 to a user reminding them to review the contents of the form?

First and foremost, you should read the rules of this forum carefully!
What you need is a custom script and a Scheduled Task, both can be covered by the SEBLOD ToolBox Component
