Fir the first issue, do you have any luck with emails if you just have 1 email address in the "To" field? Also, what email protocol are you using in your Joomla configuration? PHPmail? SMTP? Are you sure that it's not just going through to a spam folder or getting blocked by an email firewall?
Regarding the second issue, I would change the redirect options in the form Configuration, not on the button itself. I think there is a potential conflict with how you've set this up causing the Configuration option to win out.
I am getting emails correctly now. The main problem was that I needed to make some DNS changes because the mail is not hosted on the same server as our website. Was also having some issues with settings on the email server blocking emails coming from the form. On my external mail address tests the email was going into gmail spam folder. So all the mail appeared not being sent but really was either in spam, getting blocked or not routed.
I'm still having issues with redirect but have new information:
