Hello I migrate as required joomla and seblod from J3.4.8 to J3.6.4 then S3.6 to S3.10 after somme error and coorections every things work fine but I don' see parent select box ... I have no error ... and I have no idea about what's happening...

Where exactly you have this problem - in content type configuration? A screenshot would help.

try installing 3.10 again and clear your browser cache. If this does not help check if you get any errors in files requested on page open (in Firebug or developer tools in Chrome)

Still same pb with no error 
What I had in mind is errors that you might see when you open page with missing parent select.
In firebug in Firefox
Or in Chrome Developer tools console
