Component Not Found after an install in J3.9.15

Having bad day ... hope anyone has a suggestion.

Any suggestions as to what even happened?

After the Seblod install I saw this error:

j331r_cck_store_item_categories not converted to utf8mb4. Please check this table manually.
j331r_cck_store_item_content not converted to utf8mb4. Please check this table manually.

Message 26 tables converted to utf8mb4_unicode_ci.
Installation of the package was successful.

However when I check the dB Table those tables show: "utf8mb4_unicode_ci"  next to them.
