the multisite limitations, ie of user groups/user, and hence number of multisites, is something that needs attention in our opinion.
whilst it is strictly not a seblod issue and more of a joomla issue it does impact on the use of seblod in joomla.
we have had to move a project to drupal because of the issue, another one starting in drupal and one is starting in plone, because joomla/seblod has limitations imposed on number of multisites.
our suggestion, as there is seems to be little activity in joomla on the matter, that one of the seblod/octopoos skilled team take ownership of the problem with joomla as they have better skills than we have to see the matter resolved.
Alternatively it be made clear that the issue will not be resolved and everyone know that the limitations will stay indefinitely.
seblod is a great tool and this limitation removed would be a tremendous help.

I read that there's problem with current joomla architecture , but i once read that some people able to manage it by using external UI to manage the user group

just to point up that with the explanation:
"The default php_max_input_vars is 1000. You can usually increase this in your php.ini file and this will resolve the issue.
This doesnt just effect User Groups but you will also hit it this issue in the module manager if you have more than 1000 menu items and probably other places as well.
The only real solution is to increase this php limit on your server."

PS and as you know Seblod require at least: php_max_input_vars = 3000
