I made User1 and User2
User1 wrote an article.
Logging user2, he sees the user's article1
How? in the intranet,
to assign articles to one user in [Item Manager]?

Hi, this is Joomla's limitation, unfortunately Joomla's separate access system for view does not enable us to allow user to view only own articles. You could get around this problem by allowing edit.own on this content type, then filter articles by this permission when listing them using permission restriction

With the ACL Pack extension (3 plug-ins) will I make the User's Administrative Panel?
Will he have access only to his article?

If you make a list you can remove any item that is not his own simply by searching on created by field set to live value User->id. You can also add mentioned edit.own restriction on each field in content type, so if some other user than author opens this item he will see a blank page.
